नई दिल्ली :<\/span> धन वापसी के लिये पात्र निवेशकों का पता लगाने के लिये एक और प्रयास के तहत पूंजी बाजार नियामक सेबी ने सहारा की दो कंपनियों के बांडधारकों से निवेश के सबूत के साथ अपने दावे भेजने को कहा है। सेबी इससे पहले भी दो बार इसी प्रकार का प्रयास कर चुका है। <\/span><\/h3>\n

सेबी ने पिछले साल अगस्त में निवेशकों से 30 सितंबर तक रिफंड का दावा जमा करने को कहा था। उसके बाद दिसंबर में बांडधारकों से 25 जनवरी तक अपना आवेदन सेबी के पास जमा करने को कहा गया था। <\/span><\/h3>\n

हालांकि, नियामक ने अपने नये प्रयास में किसी स्पष्ट समय सीमा की घोषणा नहीं की है। उच्चतम न्यायालय के आदेश के बाद सेबी ने यह कदम उठाया है। न्यायालय ने सहारा इंडिया रीयल एस्टेट कारपोरेशन लि. (एसआईआरईसीएल) तथा सहारा हाउसिंग इनवेस्टमेंट कारपोरेशन लि. (एसएचआईसीएल) के बांडधारकों से उनकी विश्वसनीयता का सत्यापन कर संग्रह की गयी राशि उन्हें वापस लौटाने को कहा है। <\/span><\/h3>\n

सेबी ने सहारा की दो कंपनियों के बांडधारकों से पिछले साल अपने पहले प्रयास में 4,900 धन वापसी के दावे प्राप्त किये थे। दोनों कंपनियों ने तीन करोड़ निवेशकों से 25,780 करोड़ रपये जुटाये थे। दूसरे प्रयास के ब्योरे का पता नहीं है। निवेशकों का पैसा लौटाने के लिये सहारा की कंपनियों से सेबी के पास धन जमा करने को कहा था। <\/span><\/h3>\n

समूह का दावा है कि उसने पहले ही करीब 95 प्रतिशत निवेशकों को प्रत्यक्ष तौर पर पैसा लौटा दिया है। हालांकि, समूह ने अब तक सेबी-सहारा रिफंड खाते में 12,000 करोड़ रपये से अधिक राशि जमा करायी है। हालांकि, नियामक अब तक निवेशकों को केवल छोटी राशि ही लौटा पाया है। सहारा के चेयरमैन सुब्रत राय तथा दो शीर्ष अधिकारी एक साल से अधिक समय से तिहाड़ जेल में हैं। शीर्ष अदालत ने समूह को उनकी रिहाई के लिये 5,000 करोड़ रपये नकद तथा उतनी ही राशि की बैंक गारंटी देने को कहा है। इस राशि का कुछ हिस्सा जमा किया जा चुका है। समूह और कोष जुटाने के लिये अपनी संपत्ति बेचने की संभावना टटोल रहा है। <\/span><\/h3>\n

ताजा नोटिस में सेबी ने एसआईआरईसीएल के रीयल एस्टेट, एबोड तथा निर्माण बांडधारकों तथा एसएचआईसीएल के मल्टीपल, आय और आवास बांड रखने वालों को धन वापसी के लिये जरूरी दस्तावेजी सबूत के साथ आवेदन देने को कहा है। इस बारे में संपर्क किये जाने पर सहारा के प्रवक्ता ने कहा कि समूह ने बांडधारकों को करीब 23,000 करोड़ रुपये लौटा दिया है। <\/span><\/h3>\n

इसके बाद भी सेबी के रिफंड खाते में 12,000 करोड़ रुपये जमा किये गये हैं। समूह ने कहा कि सेबी ने इस संदर्भ में तीन दौर में मीडिया में विज्ञापन दिये। ये विज्ञापन 50 से 60 प्रकाशनों में प्रकाशित हुए। इसके परिणामस्वरूप करीब 20 करोड़ रुपये की कुल मांग आयी जिसमें केवल 2 करोड़ रुपये ही वापस किये जा सके हैं।<\/span><\/h3>\n<\/div>\n
